A virtual private server is a virtual machine that is sold as a service by an internet hosting service. Virtual Dedicated Server also works in a virtualized environment, but some CPU cores are dedicated to it, which is not the case with VPS.
A virtual private server runs its personal copy of the operating system and clients can have super user access to that instance of the operating system so that they can install almost any software that runs on that operating system. In many cases, it functionally corresponds to a dedicated physical server and is much easier to create and configure thanks to the software definition.
